All in all, this quest just shows your overall progress on the quests that pop up automatically during TW.
After the Territory Wars end, talk to Mercenary Captain and get your reward of Schuttgart Territory Badge, provided, of course, that you completed at least one of the quests that appeared automatically during TW.
